Government:. The governance model for the Community Advocacy on Gambling project entails four components.

The Community Partnership Group – Project Reference Structure

:. The role of the Community Partnership Group is primarily to ensure that the project receives input from a broad range of community stakeholders and views and therefore ensures that the project avoids skewing towards any one set of interests. The partnership group will respond to and debate proposals and action plans put forward by the Community Advocate, provide advice (through a nominated representative) to the Steering Committee on project progress, outputs and implementation of the business plan.

:. The partnership group is comprised of ten persons representing a broad range of community groups including: churches, culturally and linguistically diverse communities, indigenous communities, gamblers counselling, peak body social services, local government, the disability sector, youth, older persons and an independent non–aligned community person.

Project Steering Committee – Auspice and Management Arrangements

:. The role of the Project Steering Committee is to ensure that the Community Advocacy project delivers on its project objectives and its contractual obligations according to the agreed project brief. The steering committee is also responsible for managing relationships between project partners, and adjudicating on matters of dispute arising from the Community Partnership Group.

:. Membership of the Project Steering Committee comprises representatives from the Victorian Local Governance Association (Chair), Community Action on Pokies Problems convenor, Department of Justice nominee and one representative from the Community Partnership Group.

CommunityCommunity Advocate on Gambling – Resource Capacity

:. In relation to its governance structure, the role of the Community Advocate on Gambling is to retain independence from all community and other groups involved in gambling advocacy; to attend, engage with, facilitate, resource and respond to meetings of (BUT NOT CHAIR) the Community Partnership Group, and the Project Steering Committee. In addition, the advocate needs to fulfil all requirements of the Position Description and the Project Agreement, to deliver an agreed Business Plan and to appoint appropriate staff to deliver project actions.

Community Action on Pokies Problems group – Project Sponsor and Champion

:. CAPP has vested the project ownership role to the Community Partnership Group. The CAOG project is required to meet CAPP upon request and feedback on project implementation and progress. CAPP’s role is to act as project sponsor to champion the project actions and the functions of the Advocate.
